This wonderful idiom is used to describe a person who is rather annoyingly too confident of their own intelligence or skill. A bit of a Smart Alec. Our dress too is a Smart Alec, but not in an annoying way. We like to think of a shirt dress as a smart dress (smart as in ‘smart car’), and particularly this one.
